About the team
This position is located in the Data Management team of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar). NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia.NOPTA is the first point of contact for matters relating to offshore titles administration. The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters.
Staff supporting the Registrar are located within NOPTA.
The opportunity
NOPTA’s Data Management team is responsible for the administration of submissions provided under regulation; and the release of those items for public use upon expiry of stipulated confidentiality periods. The team has responsibility for compliance and data quality of submitted items and datasets; and works closely with internal NOPTA teams and external partners, including Geoscience Australia and the WA Department of Energy, Mines, Industry Regulation and Safety.There is significant interaction with other petroleum and greenhouse gas stakeholders, including titleholders, contractors, vendors and a range of data users. NOPTA is presently developing a new data submission, discovery and delivery system; and the successful candidate will have a significant role in completing tasks associated with implementation of this system.

Our ideal candidate
Our ideal candidate is enthusiastic, and ready for the challenge of being part of an informed and innovative organisation. You will be self-motivated, detail-oriented, and have strong analytical and/or statistical abilities. To be considered for this role, you will have skills and experience in line with the APSC Work level standards for an APS Level 6 position, and be able to demonstrate the following:
- Previous experience in a similar data management position in the petroleum or resources industry.
- Strong and contemporary analytical or statistical abilities.
- The ability to complete set tasks in an accurate and timely manner.
- An appreciation of strategy and the ability to support strategic direction.
- Self-motivation, integrity and the capacity to follow-through and achieve results.
- Sound communication skills with a history of building productive relationships and successfully influencing without formal authority.
The following qualities are highly desirable:
- Knowledge of oil and gas operations and the range of data generated by these activities (in particular, well data).
- Advanced MS Office skills or experience with database operations.

What you will do
You will support the team manager to ensure NOPTA and the Registrar meet their legislative and corporate obligations in relation to Data Management, including but not limited to the following key responsibilities:-- Accessing the data management systems of NOPTA and those of our major partners , to input, update and verify metadata information.
- Generating reports to identify non-compliance and forecasting submission expectations.
- Receiving, recording and monitoring data submissions made under regulatory obligation.
- Notifying titleholders of shortfalls or basic omissions in reports and data.
- Recording the receipt and contents compliance status of data submissions on NOPTA business systems.
- Conducting regular reviews of metadata, maintaining registers and contributing statistical and other reports on data submissions and associated matters.
- Assisting with analysis and cleansing of data sets.
- Any other services of a similar nature for which the incumbent has the required skills and experience, as directed from time to time.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
