The HCM Functional Lead oversees HR system implementations and enhancements, ensuring alignment with business needs. They drive process improvements and manage system integrations to optimize HR functions within the NSW Government department.
About the work- The Human Capital Management (HCM) Program is a multi-year technology-enabled transformation program looking to simply, streamline and transform key people management services across the department.
- The program will deliver functionality through several releases and a large multi-disciplinary team. The program is organised into multiple workstreams that report into the Program Director. The streams include: PMO, Delivery Management, Commercial Management, Business Transformation, Technical and Change Management.
- Reporting to the Business Transformation Director, the Functional Lead is responsible for leading the functional SAP SuccessFactors HCM solution design, working closely with business stakeholders and service owners, implementation partner(s) and the other streams of the program to drive the successful implementation of the end-to-end solution, aligned to the service design, transformation and enhanced user experience.
- The role leads a team of Business Analysts and a Functional Architect and plays a key role in partnering with the implementation partner(s), to ensure leading practice high quality solutions are deployed, in a timely manner, aligned to the department’s requirements.

- Lead the effective and efficient gathering of business requirements, design workshops, playbacks with the business and the implementation partner.
- Ensure the Success Factors solution meets requirements and confirms to the SAP best practice and standards.
- Lead discussions with business on opportunities for both functional and process improvements aligning to the transformation agenda.
- Ensure the solution design utilises standard SuccessFactors functionality effectively, and that customisations are deployed to support DOE’s complex processes (where appropriate).
- Work collaboratively with the SI functional leads and team, participate in design workshops, playbacks and contribute, respectively challenging design decisions where required.
- Contribute to development, review, approval and maintenance of timely and accurate product documentation including enhancement verification documents, configuration rationale, functional and technical specifications, requirements traceability matrix and ensure they are correctly updated and meet quality standards in the approved document repository location.
- Collaborate across the program team to ensure outstanding design decisions, functional / technical debt and identified risks / issues at delivery stage are followed up on and raised at appropriate forums and management levels for decision making and remediation.
- Escalate solution design conflicts within and across the functional streams to the Business Transformation Director and work with them to resolve the conflicts.
- Develop and / or review options papers and governance materials as required to increase awareness and acceptance of the business processes and / or solution design.
- Provide support to up / downstream and other workstreams (e.g. change, testing, integration) and other initiatives as required.
- Minimum of 7 years of experience working as an SAP SuccessFactors HCM Functional Lead role working in large transformation programs.
- Demonstrated experience managing a team of business analysts and architects to deliver a high impact and high quality engagement with business stakeholders
- Excellent customer focus, able to assess customer needs, build relationships and manage customer expectations. You will be able to intervene effectively and resolve customer escalations appropriately
- Excellent consulting skills e.g. leading large-scale workshops with multiple stakeholders, liaising confidently and effectively with senior executives
- Strong HR functional skills (particularly in Recruitment, Onboarding, Core HR, Payroll)
- Demonstrated experience delivering successful program/projects preferably in NSW Government context
- Strong technical skills, including expertise in SAP SuccessFactors HCM modules and SAP ECC.
- Excellent communication and interpersonal skills.
- Strong problem-solving skills and the ability to think strategically.
- Experience working with stakeholders at all levels of an organisation.
- Ability to manage multiple program/projects and priorities simultaneously.
- At ease working with ambiguity and energised by delivering value in a fast paced ever changing environment where priorities are constantly changing.
