Job Description- Lead two sub-service units, fostering a culture of excellence in service delivery by ensuring high-quality work from staff and maintaining strong communication with internal and external stakeholders.
- Maintain accurate and up-to-date rates records, statements, and databases in compliance with relevant legislation, and provide timely feedback to ratepayers and management.
- Provide expert advice on rates, accounts payable/receivable, and debt recovery, ensuring adherence to policies and legislative requirements.
- Play a key role in developing and reviewing the City's annual budget, assisting with rates modelling, and responding to queries from ratepayers, the media, and Councillors.
- Oversee processes related to interim rates, pensioner rates, debt recovery, and the annual rates levy.
- Manage end-of-year rates activities, including module rollovers and attendance at SAT hearings.
- Use data analysis, benchmarking, and financial planning to make informed decisions.
- Build and maintain strong relationships with stakeholders, providing advice and guidance on rates-related matters.
- Contribute to process improvements by suggesting innovative initiatives and reviewing current procedures.
The Successful Applicant
The ideal candidate will be an experienced leader capable of independently managing the City's rating services, ensuring compliance with all legislative requirements, and delivering high-quality service. The role demands someone who thrives in a fast-paced, changing environment. Applicants must demonstrate the following qualifications and experience:
- Tertiary qualification in business, commerce, or a related field.
- Strong knowledge of the Local Government Act 1995, Rates and Charges (Rebates and Deferments) Act 1992, Waste Avoidance and Resource Recovery Act 2007, and Local Government rating principles.
- Proven experience in business planning, resource management, and budget oversight.
- Strong people management skills, with the ability to lead, motivate, and evaluate staff effectively.
- Excellent written and verbal communication, problem-solving, and negotiation skills.
- Advanced research, analytical, and organisational abilities.
- Proficiency with information systems and technology.
- Knowledge of occupational health and safety practices, including risk assessment and mitigation.
