Contract Administrator
The Client
Emerald Care is a registered NDIS and aged care service provider delivering high quality, person-centred care and support to individuals across community and residential settings.
As the demand for services grows, Emerald Care Services is seeking an experienced and passionate Contract Administrator to join their team in Melbourne, Victoria.
The Role
This is a full-time role with an annual salary set between $90,000 to $100,000, and is based in Melbourne, Victoria.
Responsibilities
Develop, review and administer service agreement, funding contract and supplier contract in accordance with NDIS and aged care regulatory requirements
Manage variation to client service agreement, care package and subcontractor arrangement to reflect change in participant need, funding approval and care plan
Ensure each contract complies with NDIS Practice Standard, Aged Care Quality Standard, privacy legislation and organisational policy
Monitor contractual performance of external provider to ensure service delivery meets agreed KPI and quality benchmark
Liaise with care manager, finance team and external stakeholder to ensure funding allocation, billing structure and service scope align with approved participant plan
Prepare and maintain accurate contractual documentation including service schedule, funding approval, amendment and compliance record
Respond to contractual inquiry from participant, family member, support coordinator and regulatory body regarding service inclusion, pricing and obligation
Review pricing arrangement against NDIS price guide and aged care funding instrument to ensure compliance and financial sustainability
Advise senior management on contractual risk, funding change and compliance matter and implement approved decision
Coordinate tender submission, contract negotiation and procurement documentation for new service agreement and operational supplier
Maintain contract register and tracking system to monitor contract expiry date, renewal timeline and compliance milestone
Identify contractual risk relating to service delivery, workforce capacity, participant funding change and regulatory update and implement mitigation strategy
Work closely with operation and rostering function to ensure contracted service hour is delivered in accordance with funding approval and individual care plan
Collect and analyse service utilisation data, funding claim and contract performance metric to support reporting obligation, audit requirement and strategic planning decision
Requirements
Bachelor degree or higher qualification in Business Administration, Commerce, Law or a related discipline
Minimum 3 years full time experience as Contract Administrator or similar role within NDIS, aged care, community care or health services sector
Minimum 3 years experience drafting, reviewing and negotiating service agreement, funding contract, subcontractor agreement and procurement documentation
Minimum 3 years experience in contract performance monitoring, compliance reporting, audit preparation and regulatory response
Minimum 3 years experience conducting contract risk assessment, funding model analysis and pricing review against NDIS Price Guide
Minimum 3 years experience managing contract variation, funding adjustment and scope amendment
Minimum 3 years experience preparing tender submission, pricing schedule and service proposal for government funded or community service contract
Demonstrated working knowledge of NDIS Act 2013, NDIS Practice Standard, Aged Care Quality Standard, Australian Consumer Law
Strong interpersonal, organisational, and communication skills.
High attention to detail and strong documentation and reporting skills.
Ability to handle pressure and manage competing deadlines in a professional manner.
Proficient in Microsoft Office Suite and HR or compliance management software.
Have positive past employment references demonstrating integrity and reliability.
